Ryan also asked what time of year is best to forage for seeds. I'm not sure there is aparticular time that is better than any other in terms of the viability of the seeds so it really boils down to the most useful time in terms of being able to sow the seeds. Any time from early Spring to late Summer would probably be best. I generally try taking the green cones that are of a good size (around 2 inches or more). I store them indoors in the dry until they open and then prise out the seeds.
